If you've ever been following MasterDragonSamurai either on DeviantArt or on any of her socials, you probably know that a lot of her art involves this kind of background. Having made the chromatic aberration tutorial--which is based on...

...this tutorial she posted on her YouTube...

...except it's for paintdotnet users this time, I thought why not try and make a background similar to something she'd make.

Plug-ins used

Fortunately, you only need one plug-in to make your life easier, and that one plug-in is optional.

Random Dots/Random Shape Fill (pyrochild) 🔼
Median Blur (Stock) 🔼
Gaussian Blur (Stock) 🔽

Greet yourself with a solid color or a gradient for a background. I did 14kx*14kx.
Add a new layer with some shapes of any 2-3 colors.
1. Draw some shapes in yourself or apply the Random Dots/Random Shape Fill render effect(s).
  If you use either of those plug-ins, make sure Fill the dots is enabled.
2. I added the Median Blur effect with these parameters because it gave it a somewhat cool effect.
If the shapes are a bit too much in the first shapes layer, add another layer for shapes, taking on the color of the background.
1. Again, you can either draw some shapes in or use Random Dots/Random Shape Fill with these parameters.
  Make sure Fill the dots is enabled. Play around with the shape quantity and size.
Apply a Gaussian Blur effect to that layer while experimenting with the Radius and the Gamma Boost while keeping the yellow highlighted values in mind.
Duplicate that layer and play with the opacity. Merge all of the layers into one image. Copy the merged image and paste it into a new layer.
Apply the Median Blur effect and change the blue highlighted parameters to your liking.
Apply the Gaussian Blur effect and mess around with the Radius while keeping the Gamma Boost set to 2.
